- App Providers: These are companies that build mobile apps. A user downloads the app to find nearby PM-WANI hotspots, connect to them, and pay for data. The app makes the whole process very easy.
- Central Registry: This is a master list maintained by the government. It keeps track of all registered PDOs, PDOAs, and App Providers. It ensures everyone is following the rules and the system runs fairly.

Recent Updates
To make the scheme even more successful, the government and TRAI have introduced several updates:
- Use Regular Home Broadband (FTTH): Earlier, businesses needed expensive commercial lines. Now, PDOs are officially allowed to use regular Fiber-to-the-Home (FTTH) connections. This drastically reduces the cost for a small shop owner to start their own hotspot.
- Capped Bandwidth Costs: To keep Wi-Fi cheap for the public, TRAI has ruled that internet providers cannot overcharge PDOs. For plans up to 200 Mbps, the price for a PDO cannot be more than twice the regular consumer price.
- Seamless Roaming: A major 2025-26 update is inter-aggregator roaming. This means if you buy a data pack from one provider, you can use it at a hotspot owned by a completely different company without logging in again. It works just like mobile roaming!
- Mobile Data Offload: In crowded areas where 5G or 4G signals are weak, telecom companies can now “offload” data to PM-WANI hotspots. This improves your phone’s speed and saves your battery.
