Law Enforcement Response and Arrest
3-Year-Old Girl Died: Upon receiving information about the incident on Sunday night, local residents initiated a search for the suspect, who was spotted behaving suspiciously in the vicinity.
When he attempted to flee the scene, the crowd cornered and assaulted him. The SIPCOT police intervened, taking the suspect into custody and dispersing the agitated crowd.
Identity of the Accused
The police officially identified the arrested individual as Bibin Manjhi, a 19-year-old guest worker from Musambur, Bihar, who had been living alone in the industrial hub for about a year.
Legal Charges Invoked
The Tiruvallur police initially registered a case under the Protection of Children from Sexual Offences (POCSO) Act. Following the child’s demise, additional severe provisions have been added to the case.
The charges currently stand under:
Sections 5 and 6 of the POCSO Act: Dealing with aggravated penetrative sexual assault.
Murder Provisions under the Bharatiya Nyaya Sanhita (BNS): Applied following the victim’s death from physical trauma.
The police presented the 19-year-old accused before the Tiruvallur POCSO Court under heavy security, and he was remanded to judicial custody.
Senior law enforcement officials dismissed initial local rumors regarding the involvement of multiple perpetrators, confirming that investigative findings indicate a single individual was solely responsible for the crime.
Judicial Action and Interim Relief
Recognizing the immense gravity and immediate impact of the crime on the victim’s family, the Special Court for Exclusive Trial of Cases under the POCSO Act in Tiruvallur took prompt action.
Under the provisions of Rule 9(1) of the POCSO Amendment Rules, 2020, the court directed the Director of Social Defence to disburse an interim compensation amount of ₹8 lakh to the parents of the deceased toddler within a strict timeline of 15 days.
The judiciary noted that this direct financial aid is aimed at addressing the immediate rehabilitation requirements and alleviating the psychological and financial trauma of the family.
The court added that this interim package will be adjusted against the final compensation order upon the conclusion of the trial.
Political Discourse Over Public Safety
The tragedy occurred shortly after the formal launch of the “Singappenn” special women’s safety force, an initiative introduced under Chief Minister C. Joseph Vijay’s administration to enhance the protection of women and minors in the state.
The incident has triggered immense political debate, with opposition parties criticizing the state’s current law-and-order situation.
Leaders from parties including the DMK, AIADMK, and BJP have demanded fast-tracked proceedings, stringent punishment for the perpetrator, and more intensive safety oversight across industrial belts and migrant worker hubs to prevent similar tragedies.
