India-Venezuela Reset: In a major diplomatic move to fortify its energy security, Prime Minister Narendra Modi held high-level bilateral talks with Venezuela’s Acting President Delcy Rodriguez on Thursday.
The crucial meeting centered around expanding cooperation in energy, critical minerals, and strengthening long-term trade relations between the two nations.
While Rodriguez has visited India five times in her previous capacities, this marks her first official visit to India as Venezuela’s de facto leader following the dramatic transition of power in Caracas.

With the ongoing West Asia crisis choking shipping corridors like the Strait of Hormuz, and geopolitical tensions squeezing Russian oil supplies, India is moving rapidly to insulate its economy from external shocks.
India, the world’s third-largest oil consumer, relies on imports to meet nearly 90% of its domestic crude requirements.
“As a large country, our goal is to diversify our sources of oil from as many places as possible,” stated Rudrendra Tandon, Secretary (East) in the Ministry of External Affairs. “We will remain a stable buyer for many years to come. It is in their interest to enter into long-term contracts rather than spot buying.”

Conversely, India provides the advanced, state-of-the-art refining capabilities necessary to process Venezuela’s unique crude, making the partnership a perfect technical and economic match.
To cement this technical synergy, Rodriguez is scheduled to tour major Indian energy facilities. Furthermore, Petroleum Minister Hardeep Singh Puri will hold separate discussions with the Venezuelan delegation to streamline future energy trade.
Moving Beyond Oil: Gold, Mining, and BRICS on the Horizon
While energy dominated the agenda, the Modi-Rodriguez dialogue covered an expansive array of bilateral portfolios aimed at economic integration:
Critical Minerals & Mining: The leaders explored deep collaboration in the mining sector. Venezuela is exceptionally rich in gold, diamonds, and critical minerals required for the global green transition. India hopes to co-partner in exploring these untapped reserves.
The BRICS Factor: Although Venezuela is not currently a member of the BRICS bloc, the Ministry of External Affairs confirmed that Venezuela’s potential membership was an active point of discussion, indicating India’s willingness to act as a bridge for Caracas in multilateral forums.
Healthcare and Pharmaceuticals: Given India’s status as the “pharmacy of the world,” the pharmaceutical sector remains a high priority for the Venezuelan government to stabilize its internal medical supply chains.
Agriculture & Automobiles: Talks also focused on boosting bilateral trade through Indian exports of automobiles and expertise in animal husbandry.
