What has outraged the public even further are reports suggesting that a portion of this “fine” was immediately used by some village elders to fund a feast featuring meat and alcohol, completely turning a blind eye to the agony of the infant victim.

According to local police and media reports, the timely intervention of the authorities prevented the matter from being completely buried.

The police have registered a First Information Report (FIR) and arrested the prime accused, but the incident has raised grave questions about the persistence of parallel, illegal justice systems in rural India.

How the Horrific Incident Unfolded

The accused, identified as Sunil Lohra, visited the victim’s house when her mother was busy with daily household chores.

Media reports state that Lohra offered to watch over the three-year-old child so the mother could complete her work.

Trusting him, the mother agreed. However, the accused reportedly took the toddler into a room and sexually assaulted her.

According to the police, the mother rushed to the room upon hearing the child’s agonizing cries, only to find her bleeding and in severe pain.

The Kangaroo Court and the Rs 1 Lakh ‘Settlement’

Instead of rushing the toddler to a hospital and notifying the police, certain influential villagers and members of the local panchayat allegedly intervened.

Fearing legal repercussions and social stigma, they pressured the victim’s family to keep the matter quiet and avoid involving the law enforcement agencies.

According to sources close to the development, a kangaroo court (panchayat meeting) was convened on Sunday to resolve the matter “internally.”

After a brief deliberation, the panchayat reportedly decided that the heinous crime could be settled if the accused paid a fine of Rs 1 lakh.

To make matters worse, the panchayat allegedly directed Sunil Lohra to pay Rs 20,000 on the spot, while granting him a week’s time to arrange the remaining Rs 80,000.

A Feast of Absolute Shame

The most stomach-churning detail of the entire episode emerged after the initial transaction. According to local police officers, the Rs 20,000 collected from the accused was not handed over to the victim’s family for medical expenses.

Instead, a section of the panchayat members allegedly used the cash to organize a lavish feast, buying liquor and meat to celebrate the “resolution” of the dispute.

While the innocent child was suffering from severe physical and mental trauma, the self-proclaimed custodians of the village were busy partying using the hush money.

Timely Police Intervention Saves the Day

The conspiracy to hush up the POCSO (Protection of Children from Sexual Offences) case fell apart when a local informant secretly tipped off the Gumla police about the ongoing panchayat settlement and the subsequent feast.

Acting swiftly on the intelligence, a police team raided the village. According to administrative sources, the police arrived while the feast was still underway. The officers immediately halted the gathering, rescued the victim, and recorded the statement of the victim’s mother.

Based on her complaint, the police registered a formal case under the relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the POCSO Act. The prime accused, Sunil Lohra, was promptly arrested and sent to judicial custody.

Crackdown on the Panchayat Members

Taking a very serious view of the incident, the Gumla district administration has initiated a separate inquiry into the conduct of the panchayat members.

According to senior administrative officials, a high-level probe committee comprising the District Panchayati Raj Officer and the Block Development Officer (BDO) has been set up.

“Any attempt to bypass the law of the land, especially in heinous crimes like child abuse, will be dealt with with an iron fist,” a senior official stated.

The police are currently identifying the panchayat members who actively pressured the family, took the bribe, and organized the feast.

They are expected to face strict charges for destroying evidence and harboring an offender.

A Grim Reminder of a Deep-Seated Malady

This shocking case highlights a dark reality: despite stringent central laws protecting minors, local extra-constitutional bodies in remote areas continue to wield immense, unlawful power.

Trying to put a price tag of Rs 1 lakh on a child’s dignity and life is not just a legal offense; it is a moral bankruptcy of the highest order.

For justice to truly prevail, the law must ensure that not only the rapist but also every single villager who participated in the cover-up and the subsequent feast is held accountable under the strictest provisions of Indian law.
