NEET Paper Leak: The ongoing investigation into the NEET-UG 2026 paper leak has exposed a massive scam centering around the Renukai Career Center (RCC) in Latur, Maharashtra.
The CBI has arrested the institute’s founder, Shivraj Raghunath Motegaonkar. Once a modest teacher, Motegaonkar allegedly built a massive fortune of ₹1500 crore by manipulating competitive exams.
How the Leak Network Operated
NEET Paper Leak: The CBI’s investigation revealed a highly calculated method used by the RCC owner to distribute leaked papers without getting caught early:
Targeting Rich Families: Motegaonkar specifically picked students who were academically average but belonged to wealthy families capable of paying huge amounts without hesitation.
The ‘Special Batch’: Once a financial deal was finalized with the parents, these selected students were placed into a secret, separate batch.
Rote Learning Sessions: During the final 15 days before the exam, these students received “one-on-one mentoring.”
As soon as the leaked paper arrived, they were made to memorize the questions and answers. The CBI has reportedly recovered video evidence of these sessions.
The ₹15 Lakh Deal and Pan-India Network
NEET Paper Leak: The CBI suspects that the leaked papers were sold for approximately ₹15 lakh per student. The network operated across multiple cities, linking brokers and academic insiders from Gurugram, Jaipur, Nashik, and Pune.
Motegaonkar reportedly ran this operation for years through a Pune-based beautician, Manisha Waghmare, who connected him to a chemistry lecturer, Professor P.V. Kulkarni.
Interestingly, Professor Kulkarni used to teach at Motegaonkar’s RCC institute in the past. To gather more evidence, the CBI recently raided the houses of two candidates in Nagpur and seized laptops, mobile phones, and handwritten notes.
Links to Previous Exam Compromises
NEET Paper Leak: The investigation suggests that this was not a one-time leak. The CBI found indicators that the network had access to leaked question papers during the NEET 2025 exam cycle as well.
Last year, 19 students from RCC secured admissions into prestigious AIIMS institutions across India, including AIIMS Delhi and AIIMS Hyderabad, raising serious doubts about past selections.
Exam Cancellation and Upcoming Re-Exam
The NEET-UG 2026 exam was held on May 3 for nearly 23 lakh students. However, following confirmed reports of irregularities, the exam was officially cancelled on May 12.
Union Education Minister Dharmendra Pradhan has reviewed the situation and ordered a completely secure, foolproof system for the upcoming NEET re-exam scheduled for June 21, 2026.
Meanwhile, the CBI is widening its net to investigate potential collusion between coaching mafias and internal officials within the National Testing Agency (NTA).
