Bulldozer on Campus: In a major legal setback for jailed Samajwadi Party (SP) veteran Mohammad Azam Khan, his ambitious flagship project, the Maulana Mohammad Ali Jauhar University, is facing mass demolition.

The Rampur Development Authority (RDA) has issued strict orders to raze 38 out of the 40 structures built inside the university campus after declaring them entirely unauthorized.

According to media reports, the administration has granted a 15-day grace period to the university management before launching the bulldozers.

Furthermore, official sources confirm that the entire financial expenditure incurred during the demolition drive will be recovered directly from Azam Khan himself.

This administrative crackdown aligns with the Uttar Pradesh government’s active ‘zero-tolerance’ policy regarding illegal real estate holdings and encroachments.

The Investigation: 38 Structural Layouts Built Without Approval

Bulldozer on Campus: The crisis unfolded following a comprehensive technical inspection conducted by a regional junior engineer under the RDA. The investigation revealed that the vast educational complex houses 40 distinct architectural units.

However, upon rigorous scrutiny of the official land and building records, the planning authority discovered a massive compliance failure.

Media reports state that only two out of the forty buildings possessed legally approved maps. The remaining 38 structures which include extensive academic blocks, administrative offices, and utility units were built without obtaining any sanctioned blueprint or building permit from local government bodies.

Following the discovery, the RDA served a formal show-cause notice to the university management, demanding an explanation for the massive missing paperwork.

After reviewing the responses, the authority deemed the management’s clarifications legally unsustainable, leading to the final demolition declaration.

Regulators Reject Jurisdictional Defense Arguments

Bulldozer on Campus: During the official legal hearings, the legal representatives of Jauhar University presented a geographical defense. They argued that the university campus is located within the Singankheda village under the Rampur Sadar Tehsil.

According to their stance, this specific region did not formally fall under the statutory jurisdiction of the Rampur Development Authority prior to September 27, 2024. The university argued that since the construction took place years ago, the RDA cannot retroactively tag them as illegal.

However, the District Magistrate of Rampur, Ajay Kumar Dwivedi, firmly rejected these technical arguments.

According to administrative sources, the DM clarified that even before the RDA expanded its boundaries in 2024, the entire rural zone was strictly governed by the District Panchayat (Zila Panchayat).

Under the established state laws, obtaining a formal blueprint approval from the competent local authority was legally mandatory even during that period.

Intentional Negligence Discovered by Local Administration

The investigative report highlighted a critical flaw in the university’s defense. The records showed that the management had successfully applied for and obtained valid map approvals from the Zila Panchayat for two specific buildings: the Medical College block and a single Academic unit.

According to the local administration, this specific detail proves beyond doubt that the university management was perfectly aware of the structural approval laws and the state’s urban development rules.

The administration noted that despite having full knowledge of the regulatory system, the management deliberately bypassed the law when erecting the other 38 blocks.

Consequently, the demolition mandate is being executed under Section 27(1) and Section 59 of the Uttar Pradesh Urban Planning and Development Act, 1973.

The Rapid Shift in Azam Khan’s Political Influence

Azam Khan has historically stood out as one of the most powerful political figures in Uttar Pradesh.

As a founding member of the Samajwadi Party, he represented the Rampur assembly constituency a record ten times, served as a Member of Parliament, and held powerful cabinet portfolios in previous state governments.

The creation of Jauhar University was widely regarded as his ultimate legacy project in his hometown.

However, his political and personal fortunes have faced severe headwinds recently. The veteran politician and his son, Abdullah Azam, are currently serving a seven-year prison sentence in Rampur Jail following a high-profile legal conviction involving dual financial documentation irregularities.

Beyond the immediate threat of the bulldozers, the family’s financial operations are under intense scrutiny. In recent months, the Income Tax Department issued a major non-compliance notice to the ‘Mohammad Ali Jauhar Trust’ the parent body running the university after federal investigators allegedly detected deep financial discrepancies and fund diversions.

With the 15-day administrative window closing rapidly, the future of this sprawling educational estate hangs by a thread.
