US-India Trade Deal & Oil Pact: US Secretary of State Marco Rubio is on his second official visit to India, landing in Mumbai to discuss key strategic matters with top Indian officials. Accompanied by his spouse, Jeanette Rubio, and US Ambassador to India Sergio Gor, Rubio was warmly welcomed at the airport by Maharashtra Minister Ashish Shelar.
The primary focus of this high-profile diplomatic visit centers on strengthening energy cooperation, boosting defense and technological collaboration through the Quad, and pushing the much-anticipated India-US bilateral trade agreement across the finish line.
India as a “Refining Superpower” Amid Venezuelan Oil Prospects
US-India Trade Deal & Oil Pact: During an interactive session with reporters near the Taj Memorial in Mumbai, Secretary Rubio praised India’s industrial capability, specifically referring to the nation as a “refining superpower.”
Rubio highlighted India’s robust infrastructure, which allows it to efficiently process heavy crude oil. As more oil from Venezuela enters the global market, Rubio noted that India is exceptionally well-positioned to handle it. Furthermore, he pointed out that India already holds pre-existing oil concessions in Venezuela, meaning the country could potentially step up its own production moving forward.
“India is a refining superpower. They have the capability to refine heavy crude. They’ve done so in the past, and I think as more and more Venezuelan oil comes online, it’s something they can do,” Rubio stated.
While Rubio remains optimistic about Venezuela’s role in stabilizing energy flows, he offered a realistic assessment, noting that Venezuelan supplies alone cannot instantly solve every supply gap caused by global geopolitical disruptions. However, he emphasized that it would offer a valuable cushion in both the short and long terms.
When discussing bilateral energy trade, Rubio acknowledged that New Delhi is fully willing to explore deeper cooperation. He noted that while a few hurdles remain, primarily related to international sanctions and regulatory procedures, both nations are ready to work through them together.
India-US Trade Agreement Nearing the Finish Line
US-India Trade Deal & Oil Pact: Beyond energy, trade negotiations emerged as a major talking point during Rubio’s interaction. Addressing the long-pending bilateral trade pact, Rubio shared an upbeat perspective, stating that negotiations are in their final stages.
Although the US State Department does not directly lead trade negotiations, Rubio noted that he, his National Security Advisor counterpart, and the broader administration are deeply invested in the outcome.
“We’re very, very close. I would say we’re about as close as you can be without having executed the agreement,” Rubio remarked.
He confirmed that only a small handful of outstanding details remain to be sorted out. Expressing high optimism, Rubio suggested that an official announcement and signing ceremony could happen very soon, providing a massive boost to commercial ties between the two largest democracies.
Deepening Strategic and Defense Ties
Rubio also took the opportunity to reiterate India’s unmatched global standing, describing it not just as the world’s most populous nation and largest democracy, but as a crucial anchor for regional stability. He underscored deep-rooted collaboration in defense and highlighted India’s vital leadership role within the Quad alliance.
To maintain this momentum, Rubio called for more frequent high-level diplomatic exchanges. Pointing out that India’s External Affairs Minister, S Jaishankar, had already visited the United States four times this year, Rubio humorously suggested that officials from both sides need to keep packing their bags more often to keep pace with the rapidly evolving partnership.
What’s Next on the Agenda?
Later in the day, Secretary Rubio is scheduled to sit down for formal bilateral talks with External Affairs Minister S Jaishankar. The discussions are expected to cover a comprehensive range of topics, including:
Deepening energy security and diversifying crude sourcing.
Resolving minor trade bottlenecks to finalize the economic agreement.
Expanding joint defense manufacturing and technology sharing.
Collaborating on critical and emerging technologies of the 21st century.
With the Ministry of External Affairs (MEA) emphasizing that this visit is a vital stepping stone in the India-US Comprehensive Global Strategic Partnership, all eyes are on Mumbai as these crucial diplomatic talks unfold.
