This new directive completely overhauls the decade-old rules, effectively retiring the previous 2017 PhD regulations.

According to media reports, the most groundbreaking aspect of this reform is that meritorious undergraduate students will no longer be strictly required to complete a Master’s degree to pursue doctoral research.

High-performing students can now transition directly from their Bachelor’s degree into a PhD program.

The 7.5 CGPA Rule: Direct Entry for 4-Year Graduates

Bihar PhD Admission 2026: As per the newly approved Bihar State Universities PhD Ordinance 2026, students pursuing the four-year undergraduate program can bypass a postgraduate degree entirely under specific merit conditions.

The Cut-off Threshold: Students who secure a Cumulative Grade Point Average (CGPA) of 7.5 or above in their four-year Bachelor’s (Honours with Research) degree qualify for direct PhD admission.

The Sixth Semester Option: According to institutional guidelines, students scoring 7.5 CGPA or higher by their sixth semester will be granted the option to choose the “Honours with Research” stream in their fourth year.

Coursework Integration: Because these students will effectively complete their preliminary PhD coursework during the final year of their four-year undergraduate program, a separate one-year Master’s degree will not be mandatory for them.

For students who score below the 7.5 CGPA threshold, the traditional path remains active: they will graduate with a standard Honours degree and must complete a subsequent Master’s degree before being eligible for doctoral research.

For applicants following alternative academic timelines, the updated regulations establish clear hierarchical structures:

Going forward, admission to PhD programs across Bihar state universities will be restricted exclusively to candidates who have cleared national-level qualifying examinations: UGC-NET, UGC-CSIR-NET, or GATE.

The selection mechanism will follow a strict weightage matrix to ensure transparency:

Personal Interview / Viva-Voce: 20% weightage

Mandatory Teaching Training and Residency Timelines

The 2026 Ordinance defines the duration of the PhD program as a minimum of three years and a maximum of six years. Under exceptional circumstances, an extension of up to two additional years may be granted.

To promote inclusivity, female researchers and candidates with more than 40% physical disability will automatically receive a relaxation of two additional years in the maximum timeline.

Furthermore, the state has introduced mandatory pedagogical duties for doctoral scholars.

According to reports, all registered PhD students will now have to undergo formal training in teaching, academic writing, and classroom instruction.

Scholars will be required to dedicate 4 to 6 hours per week to conducting tutorials, assisting in laboratories, or working as research assistants within their respective universities.

Strict Quality Controls: Plagiarism and Thesis Evaluation

To elevate the global standing of research emerging from Bihar, the 2026 regulations enforce strict anti-plagiarism guardrails:

Plagiarism Limit: The acceptable limit for similarity index in any doctoral thesis has been capped strictly at 10%. Any thesis exceeding this threshold will be promptly returned to the scholar for revision.

Pre-submission Compliance: Before submitting the final thesis, a researcher must publish at least one research paper in a peer-reviewed journal and present a paper at a national or international academic conference.

Streamlined Evaluation: The thesis will be evaluated by two external examiners alongside the internal research supervisor. To expedite degrees, the entire evaluation process including the final viva-voce (which can be held online if necessary) is mandated to conclude within six months.

Safeguarding Mentorship: New Rules for Retiring Faculty

In an effort to prevent disruptions mid-way through a scholar’s research journey, the ordinance brings a vital structural change for research guides.

Professors, Associate Professors, or Assistant Professors who have less than three years remaining before their official retirement will be prohibited from taking on fresh PhD scholars.

However, they are permitted to continue guiding their existing, already-registered batch of students until their date of superannuation.

The Broader NEP Alignment: Multiple Entry-Exit Options

Approved under the leadership of Chancellor and Governor Syed Ata Hasnain, these updates are part of a broader consolidation package.

Along with the uniform PhD Regulations 2026, amendments have been approved for the Choice Based Credit System (CBCS) undergraduate timeline, confirming a progressive step-ladder certification system:

Year 1 Exit: Undergraduate Certificate

Year 2 Exit: Undergraduate Diploma

Year 3 Exit: Bachelor’s Degree

Year 4 Completion: Bachelor’s Degree (Honours / Honours with Research)
