Cyber Fraud: Agents allegedly leverage the platform to execute large-scale financial and cyber scams targeting Russian citizens.
Youth Recruitment via Dating Bots: Investigators singled out a popular Telegram dating chatbot known as ‘DaVinchik’. Authorities claim the bot was used to recruit young Russians, aged between 12 and 22, to carry out arson attacks and strike law enforcement personnel.
The FSB stated that since July 2025, security forces have detained 46 individuals across 10 Russian regions in connection with these alleged recruitment networks.

Secret Investigations: In February 2026, Durov publicly disclosed that Russian authorities had quietly initiated a criminal investigation against him.
At the time, Durov slammed Moscow for trying to restrict access to Telegram and erode user privacy.
“The authorities find new excuses every day to limit Russians’ access to Telegram, aiming to suppress the right to privacy and freedom of expression,” Durov stated earlier this year.
In response to Telegram’s refusal to cooperate, Moscow has continuously tightened access to the app since 2025. Many citizens now rely heavily on Virtual Private Networks (VPNs) to bypass state restrictions. Meanwhile, the government has been aggressively pushing its state-backed alternative messaging platform, MAX.
