India’s First Urban Night Safari: The skyline of Uttar Pradesh’s capital is set for a massive ecological and tourism upgrade.

In a landmark development, the Supreme Court of India has officially cleared the decks for the construction of India’s very first urban Night Safari and Zoological Park in the Kukrail Reserve Forest of Lucknow.

According to media reports, a three-judge bench led by Chief Justice of India Surya Kant dismissed all petitions and objections raised against the ₹1,500-crore project.

The apex court noted that absolute standstills on development are impractical, especially since traditional zoo models have become outdated.

However, the court strongly emphasized that development must not come at the cost of ecological balance, putting in place strict environmental safeguards.

What is the Kukrail Night Safari Project?

India’s First Urban Night Safari: The Kukrail Night Safari is designed to be a world-class ecotourism hub. Unlike traditional zoological parks where animals are kept in restricted cages, this project will feature expansive, open-moated natural enclosures.

According to official project drafts:

Nocturnal Experience: Visitors will be able to observe nocturnal animals active in their natural nighttime behaviors.

Eco-Friendly Transit: Exploration will be conducted using silent electric trams and specialized guided vehicles under controlled, low-intensity lighting that does not disturb the wildlife.

Prime Location: The safari is being developed within the sprawling Kukrail Reserve Forest, situated between Indira Nagar and Kursi Road, just about 10 kilometers from Lucknow’s central Hazratganj area.

Supreme Court’s Guidelines: Balancing Development and Ecology

India’s First Urban Night Safari While granting the permission, the Supreme Court mandated strict adherence to guidelines laid down by the Central Empowered Committee (CEC), the Central Zoo Authority (CZA), and the Ministry of Environment, Forest and Climate Change (MoEFCC).

To prevent ecological degradation of Lucknow’s critical green belt, several key modifications were integrated into the plan:

1.Reduced Road Width

Originally, the state planned a massive four-lane corridor cutting through the forest. To protect the wildlife habitat, the CEC mandated that the road must be restricted to a maximum of two lanes.

2.Scrapping High-Impact Activities

Plans for a noisy adventure zone, tram services for high-intensity commercial activities, and augmented reality (AR) theatres within the core forest zones have been entirely canceled to preserve natural peace.

3.Tree-Felling Restrictions & 1:10 Afforestation

Only essential trees required for structural alignment and engineering modifications may be felled. For every single tree cut, the Uttar Pradesh government is legally bound to plant 10 new native saplings.

4.Continuous Monitoring

The Supreme Court has instructed the CEC to conduct regular physical inspections of the Kukrail forest and submit its first progress report within three months to ensure no rules are being flouted.

Why the Kukrail Reserve Forest is Lucknow’s Vital “Green Lung”

Spread over nearly 5,000 hectares, the Kukrail Reserve Forest was declared a protected area in 1950. It acts as Lucknow’s ultimate carbon sink and temperature regulator.

Local environmental groups have long defended this forest due to its unique ecosystem:

The Gharial Conservation Center: Kukrail is globally recognized for its successful captive breeding program for endangered gharials (fish-eating crocodiles).

Biodiversity Hub: The forest houses a popular deer park, a rich variety of medicinal plants, and serves as a crucial habitat for migratory and rare bird species.

As per local environmental data, Lucknow has lost nearly 20% of its green cover between 2001 and 2023.

With the city’s vehicular population skyrocketing from a mere 8,000 in 1950 to over 40 lakh by 2026, the Kukrail forest plays an irreplaceable role in absorbing toxic pollutants, recharging the groundwater table, and keeping the city’s average Air Quality Index (AQI) from deteriorating further.

A Vision for Global Ecotourism and Economic Growth

For the Yogi Adityanath-led Uttar Pradesh government, the clearance of the Kukrail Night Safari is being hailed as a major victory. Government sources state that the project will put Lucknow on the international tourism map, attracting wildlife enthusiasts from across the globe.

In addition to environmental conservation, the project is expected to generate thousands of direct and indirect jobs for local communities, ranging from hospitality and transport to forest guiding and souvenir management.

The state government plans to initiate the first phase of construction swiftly, focusing on removing invasive plant species to restore the forest’s native flora while building secure, non-invasive animal enclosures.
